Public health measures had significant success in reducing morbidity and mortality throughout the twentieth century.  However, public health has not received nearly as much recognition or resources as the medical care system during that same period. There is no absolute measure of the optimal level of public health spending. However, an Institute of Medicine panel recently concluded that public health agencies are markedly underfunded, and that US health spending is out of balance, with spending for clinical care disproportionately high.
